Why it matters

The work window starts October 5, 2026, roughly six weeks after the filing. That is ahead of ERCOT’s December 10, 2026 target for its filing on the governor’s audit of large-load interconnection.

Three gating layers are live over Texas data center siting right now: Governor Abbott’s Aug. 3 statewide PUCT and ERCOT audit, the PUCT’s Aug. 20 approval of ERCOT’s Batch Zero good-cause exception covering roughly 300 facilities at 75 MW and above, and county-level moratorium activity elsewhere in the region. A $700 million filing landing inside that window is a data point about how operators are reading the pause.
